What tools can I use to create a quick campaign landing page?

The two real clinchers for a good landing page are:

Connect your concept with the ad
Go with a simple layout structure
You can create an html page in something as simple as Publisher or as sophisticated as Dreamweaver.  But, typically, you'll find there's functionality in your CMS to generate a page that doesn't automatically add itself to the website menu.

What has been your experience with Truelocal?

If you're looking at this as a marketing exercise for the restaurant, I'd say there's better ways to spend your effort Jeffrey.  In terms of the site ... great for finding a plumber or locksmith, but it's not where users turn first to decide on dining options.  Check out Urbanspoon, Eatability, Time Out, Melbourne Restaurants (also lists other AU capital cities), Restaurants ... even Foursqare or Yelp.
